For over six long decades scarred by four bloody wars, Kashmir has pitted India against Pakistan like no other issue. And it has soured their relationship, perhaps irreparably. The dying embers of hope were consequently stoked at the revelation of former Pakistani foreign minister Khurshid Mehmood Kasuri: the two countries were only a “signature away” from resolving the Kashmir problem in 2007. No wonder then, as Prime Minister Manmohan Singh and his Pakistani counterpart, Syed Yousuf Raza Gilani, met at Thimphu, Bhutan, many here wondered if there was a possibility of reviving the 2007 formula and extricating Kashmir from the cycle of death and devastation.
