Vijay is part of over four crore youth across the country—most of them educated up to the high school level and above—who are facing the new millennium with an updated version of the old problem: joblessness. And experts monitoring the employment scenario say that the four-crore figure merely accounts for job-seekers registered with employment exchanges till the end of 1999. The actual figures are much higher.

The most grim aspect here is that higher education is no longer a guarantee for a job, leave alone a good one. So while the national literacy rate improved from 52.21 per cent in 1991 to 65.38 in 2001, the unemployment among educated youth is rising sharply. Even conservative official estimates put the figure of educated unemployed in urban areas alone at two crore. In Kerala, where 90.92 per cent of its population is literate, the rate of unemployment is the highest. For a population of a little over three crore, it has nearly 40 lakh unemployed educated youth, almost equal that of Maharashtra, which has treble its population at 9.6 crore. The reason is obvious: there are very few industries in Kerala and the state government's employment schemes are nowhere close to addressing the problem.
